"Vocational Training" Sub-Activity

The "Technical and Vocational Education and Training" (TVET) Sub-Activity, with a budget of some 87.3$ million, aims to develop and improve the quality of TVET and strengthen the links between supply and demand for skills. This Sub-Activity, implemented in close cooperation with the Ministry in charge of TVET, covers the two following components:

The establishment of the "Charaka" Fund dedicated to financing (i) the creation or expanding of TVET centers managed through public-private partnerships (PPPs) ; (ii) and the conversion of existing public TVET centers from a traditional state-led management model to a PPP management model driven by private sector demand. Aimed to improving youth employability and business competitiveness, the establishment of this fund is based on pilot experiences initiated by the Moroccan government as part of supporting development strategies for the key sectors (industry, renewable energies, etc.), through the creation of TVET institutes with delegated management within the framework of a partnership between public and private sectors. The recommended governance model makes it possible to move from a traditional supply-based management model to a demand-driven one.

The Support to operationalizing TVET Sector Policy Reform. Embodied by the National TVET Strategy adopted in July 2015 by the Government Council and aligned with the objectives of the TVET development Roadmap presented to His Majesty the King in April 2019, this component covers five axes, namely financing, legislative and regulatory framework, private TVET, continuing education and training, and aspects related to GSI.
This support, provided to the relevant public and private actors, aims to improve the quality of the TVET system and its capacity to properly meet the needs of the productive sector and of the various target populations, in particular women and underprivileged social categories. This support also aims to increase the private sector involvement in the governance and management of the TVET system at all levels of intervention (national, sectoral, regional and local) and particularly at the training center and in all training modes (residential, apprenticeship, work-study and continuing education).
This support aims also to ensure overall coherence of the TVET system, especially with regard to clear definition of the roles and responsibilities of the various stakeholders, as well as the establishment of performance assessment mechanisms as a basis for allocating funding.
Under this component, annual conferences on TVET progress are also planned. These conferences will provide the opportunity to exchange and share experiences and good practices, both nationally and internationally.
