Strengthening support for the implementation and monitoring of the integrated school improvement plan (PEI)

The 2020-2021 school year is the fourth and penultimate experimentation year of the integrated school improvement plan (PEI) process in the regions of Tanger-Tetouan-Al Hoceima, Marrakech-Safi and Fès-Meknès and is of particular importance for the actors of the “Secondary Education” project. This is why the Millennium Challenge Account-Morocco Agency organized, September 3 and 4, 2020, a virtual seminar offering stakeholders the opportunity to strengthen their mobilization and discuss the priorities of the PEI process during this new school year.

The workshops organized during this seminar allowed the different participants to have a common understanding of the support required for the implementation of the PEI, explore the expectations of each of the three pilot regions and discuss proposals for improvement areas.

To best respond to the challenges of the 4th year of the project, the organizational arrangements and the modalities of collaboration related to the actual sanitary crisis and its impacts on the implementation of the PEI were also discussed. Thus, several learning scenarios have been proposed to ensure the implementation of the planned activities and to support the autonomy of the beneficiary schools during this exceptional time.

Enhance the involvement of stakeholders

The second day was dedicated, through the organization of three workshops, to the discussion around the role of the regional coordination teams (ECR), as pivotal actors in the implementation of the PEI and more specifically, to the evolution of their role in light of the evolution of the project.

At the same time, participants were able to capitalize on best practices and converge their understanding of the PEI, as a strategic tool guiding the work of all stakeholders, in order to better impact the performance, relevance, effectiveness and efficiency of the project.

An open debate closed the seminar and allowed the participants to build avenues for improving the PEI process, such as the harmonization of the working approaches and the  relevance and simplicity of tools, including the monitoring tools of the PEI, to ensure better performance and sustainability of the “Lycée Attahadi” model.
